You have to take out the guards in this order:

  1. The guard who keeps dashing in and out of that door into the upper level of the complex (How?)
  2. The guard inside the complex on the lower level, (How?)
  3. The guard standing outside watching the path to the helicopter. (How?)

(Come to think of it, you CAN conceivably take out guard #2 before you take out guard #1, but that's only if you can do everything in the six seconds you have before guard #1 runs in and shoots you to death. Stick with the recommended order.)
